The lifespan has extended itself significantly over the last few generations, so maybe 18 is not as relevant as it once was. I tend to think 18 is actually an existing buffer, 16 years of age is where I think many people are self sufficient on their own devices if need be, but the additional two years are present for the outliers who may be a bit behind in development.
