I think so long as they’re not engaging sexually with one another, it’s not considered incest. Like the SC twins who just jerked off on camera together, or the twins from Active Duty who did some threesomes but didn’t touch nor kissed each other. Is it illegal? There have been scenes with brothers in US films before, though obviously not as extreme as the Bel Ami twins. But that would also raise the question of how something that can’t be shot here can be sold here, as they clearly were.
