The downvotes were supposed to figure into how comments were sorted, of you used the “Best” feature, since the heavily downvoted comments would be at the bottom of the screen. Disqus flirted with displaying the numbers years ago, and they implemented it for a brief period. People complained and they took it away. Then other complained that posters shouldn’t be delicate flowers and the numbers should be shown.
